Hmm. I've never heard that theory before. I have the complete set of those comics and I always just assumed their boots were a bizarre art choice that went along with the construction of the models used for the advertising pictures. I have one of the original 1993 Takara UFO plushies of Peppy Hare, and it just has normal looking booted feet!

The G-Defusers are the cyborgish limbs that Falco metions in the beginning of the game.
Actually, the G-Diffusers are generally accepted to be the blue structures situated on the wings of the Arwings. The Wolfen ships as well as (apparently) all the racers from F-Zero are also equipped with G-Diffusers. At least according to the Star Fox wiki and most of the lore I've seen.
